The ONCares Global Scholar Program strengthens local oncology capacity by providing leaders in low- and middle-income countries with protected time, mentorship, and resources.
Since 2015, ONCares has partnered with oncology leaders to ensure they remain embedded in their home communities while receiving the long-term support needed to reach their professional goals.

Research & Publication
By securing protected time, Dr. Rubagumya transitioned from private practice demands to high-impact science. He is currently pursuing a PhD in cervical cancer survivorship, focusing on ctDNA recurrence detection.
Result: 9 peer-reviewed articles and international presentations at ASCO since 2024.
Workforce Scaling
The program’s ultimate goal is sustainability. Dr. Rubagumya now leads the Medical Oncology Fellowship Program at the University of Rwanda, leveraging his training to scale local expertise.
Goal: Train 20 specialized oncologists over the next five years.
